Paid for a voice

I paid for a voice, but the voice didnt download. Im guessing you need iOS v4 or higher, Im on 3.1.3. Yuan Tian, care to clarify this? Somehow I think Ill have to pester the iTunes reps to make sure I get my voice download. =
